Solicitations and Awards


MTC uses the South Carolina Enterprise Information System (SCEIS) for its purchasing activities, including solicitations and awards. To find bidding opportunities posted by MTC, click Contracting Opportunities. Choose the dropdown menus and select Midlands Technical College.

Statewide Term Contracts

In addition to term contracts established by the College, College employees must use the Statewide Term Contracts procured by the State Procurement Offices. These contracts must be used if the product/service is available. If you need assistance finding an item, contact a procurement team member.

Construction Projects

With the oversight of the Office of State Engineers and Senior Executives of the College, for capital and/or construction-related projects, the College's Operation Office is responsible for coordinating and planning all projects from conception to completion.

Small and Minority Business Program

Small and Minority Business Utilization Plan

Midlands Technical College (MTC) and Midlands Technical College's Enterprise Campus Authority (MTCECA) continue to actively work to meet its annual minority business utilization goal in support of Small and Minority Business Contracting and Certification (SMBCC's) mission to promote the growth and development of small and minority owned businesses in South Carolina in accordance with Section 11-35-5240 of the procurement code.

Policy Statement

MTC and MTCECA believe that it is in the best interest of the college to assist minority-owned businesses to develop fully as a part of the policies and programs that are designed to promote balanced economic and community growth throughout the state. The college, therefore, wishes to ensure that those businesses owned and operated by minorities are afforded the opportunity to fully participate in the overall procurement process.

How to Become a Certified Minority-Owned Business

To learn about how to become a certified minority-owned business, please visit the South Carolina Division of Small and Minority Business Contracting and Certification (SMBCC) website. As stated on SMBCC’s website, the entity’s goal is to connect minority- and women-owned small businesses to State contracting and procurement opportunities through the Material Management Office (MMO), while working with State agencies to implement and monitor minority-contracting programs in accordance with applicable policies, laws, and regulations.

Invoice Procedures

Purchase order numbers must appear on all packages, invoices and shipping notices. The payment terms for the College is net-30 days. All invoices can be sent through one of the following options:

Shipping and Receiving

All items (excluding desktop delivery contracts) should be shipped/delivered.

The Shipping and Receiving Department is responsible for the receipt, acceptance and inspection of all packages and materials that are the property of Midlands Technical College with the exception of the U.S. Mail.
